Robert W. Starnes has over thirty-five years’ counterterrorism, counterintelligence, executive protection, investigations, protective intelligence, and facility protection expertise.
Robert’s expertise was achieved through federal and state law enforcement and most recently while serving as an executive within critical infrastructure dam and water sectors.
When serving as a supervisory special agent with the U.S. Department of State, Diplomatic Security Service, Robert protected diplomats at multiple embassies, including during Guatemala’s civil war, Paraguay’s violent coup d’état, rescued over two-dozen juveniles from the jungles of Western Samoa, initiated and led the protective intelligence investigation during a terrorist threat against golfer Tiger Woods in New Zealand.
Robert is credited with disrupting three separate planned terrorist attacks against American and Israeli interests and was a member of the first diplomatic envoy returning to Tripoli, Libya during dictator Col. Ghaddafi’s reign.
Robert was called upon to assist re-establishing security at the Texas Governor’s Mansion after the 2008 arson terrorist attack. Following that attack, he led efforts to completely revamp the Texas State Police Governor’s protective detail. Robert is certified as an expert witness in protective security by the Texas Attorney General’s Office and provided testimony during a trial presided by the Texas Supreme Court.
A three-time published author and speaker, Robert currently resides in San Marcos, Texas along with his wife of forty-years.
